Under the background of economic globalization, a lot of group companies are facing grimmer challenge in China. Since the financial crisis in 2008, economy situation in those developed countries, such as Europe and America, has remained stagnant. The Dollar and Euro has constantly depreciated. The sovereign debt crisis has become increasingly fierce. Thus it has produced group companies'external operating environment, especially political and legal one; Secondly, with the various foreign subsidy policies called "roof plan" become less and less, the domestic photovoltaic enterprises stock turns larger and larger. Therefore, The pressure of low price demand from foreign market to China PV enterprises has become inevitable; What's more, the prices of raw materials go up swiftly and violently and consumer confidence sharply turns down, which cause the cost of production and operating uplift; How to answer the challenge and walk out of the predicament? The benevolent see benevolence and the wise see wisdom.As everyone knows, group of enterprises is not the simple addition of several enterprises, but should be the organism that is planned and executed uniformly by the headquarters of the group. The growth of business scale, the increase of industry and the change of marketing strategy will inevitably bring about the management problem from group headquarters to subordinate enterprises. In other words, it can be simply described as the problem of controlling and coordinating people, money, content, information and etc. and it can be even difficult to reconcile the contradictions. How to guarantee the group and affiliated enterprises'common development without sacrifice the vitality and how to realize the standardization of the management and ensure individual management of the subordinate enterprises through the effective combination of centralization and decentralization, so that to give full play to their vitality, are the important task of current enterprise management.From the aspect of human resources, the author hopes to sum up a concrete method for improving the human resources management mode in current CSUN group through the analysis of a typical CSUN group's human resources management and control. To play the role of the headquarters in the strategic human resources management, the group should actively implement the innovation of management and design a system of human resources management pattern for the group-based enterprise, which includes the setup of human resources management permission from the headquarters to subsidiary enterprises, management platform and framework set by the headquarters and the manner of monitoring and guidance from the headquarters. which helps getting rid of the past self-contained model and establishing the open type of human resource management mode oriented by enterprise strategy.
