With the deepening of financial reform in China, pay system design and development of the banking reform increasingly important role of exposure. The sudden emergence of China's commercial banks is currently lagging behind, how to design a set of scientific and effective and in accordance with the actual situation of China's commercial banks in the pay structure of the system is needed to solve the current problem.These development needs of the commercial banks and the pay structure of the system closely integrated with the theory based on research at home and abroad, from the design of city commercial banks pay status, combining TA City Commercial Bank Management of pay, based on PDCA model of commercial banks, compensation management systematic study. First, the paper analyzes the characteristics of commercial banks and commercial banks operating principles of compensation design and function, explained the meaning of PDCA theory, characteristics and methods; Secondly, the use of empirical research methods, analysis of the development of TA overview of City Commercial Bank, made the necessity of its salary system, compensation management system analyzes the current situation and problems; and then, on this basis proposed City Commercial Bank TA pay system design principles, constraints and general design ideas; Finally, based on PDCA theory, From the compensation plan design, implementation, revision and improvement of four stages of City Commercial Banks TA salary management system design steps and measures.From the Research salary design and significance of domestic and foreign starting salary of city commercial banks from designing in analyzing and combining the TA's specific situation City Commercial Bank as an example, the development needs of the commercial banks and pay design system closely linked to research and case studies using standardized method of combining, as in the PDCA cycle theory builds on research the salaries of the line design system solutions...
