The Study On Chongqing City Construction Industry Job Training And Certificates Management Mechanism

The construction industry as a pillar industry of China's national economy, China's construction industry has achieved great development, the construction industry fixed assets investment is increasing these years, gross output value of construction industry rising too, the added value of the construction sector accounted for the proportion of GDP increased steadily year by year. As national infrastructure construction and urban-rural integration is accelerating, the demand of construction industry labour force is growing, the construction industry practitioners have increased, the construction industry practitioners account for whole society practitioners proportion also increased year by year.In 1997 March, Eight National People's Congress of five session approved the establishment of Chongqing municipality directly under the central government,Chongqing social economy entered span type development stage. Municipalities directly under the central government for thirteen years, Chongqing economy gained great development, economic gross expands ceaselessly, urban and rural development, to accelerate the city infrastructure construction, and constantly improve the level of opening up, social and economic construction gained brilliant success, the overall economic strength has markedly increased, economic structure is optimized ceaselessly, people life is improved apparently, each career obtains great progress. Construction keeped healthy development, the improvement of market environment, continuous improvement of the overall quality of construction industry, various economic indicators have improved significantly.Chongqing city construction enterprises have some problems: Qualification level low, enterprise competitiveness; a small number of technical staff, practitioners in the low quality; the low technological innovation ability. This article analyzed Chongqing construction industry and workers job training,certification status. The construction industry as a pillar industry, its rapid development has important contribution on national economy growth. The construction industry needs a large quantities of practitioners, the quality of personnel and knowledge level has important role on the quality and safety of building engineering. The construction industry needs to improve the workers job training and certification work seriously, ensuring construction quality and safety level. This paper analyzes on the certificates of legal basis, according to the foreign advanced training experience that obtain our job training enlightenment: Occupation training needs the attention of the government; Establish the occupation training legal guarantee system; Mobilizing all social forces participating in the occupation training; Clear positioning of talent cultivation, pay attention to the students occupation ability training; Broaden the sources of teachers, build "double type" teachers; occupation training should attach great importance to the market demand and changes. Draw lessons from some domestic cities experience that certificates work performed better, design of Chongqing city post training and certification rules, and to formulate the corresponding government regulation and supervision mechanism, perfect construction industry of high skilled talents cultivation system, strengthen pair of certificates personnel information management, regulate the construction site certificates management, gradually raise the proportion of the construction site workers certificates, improve the overall quality of construction industry, ensure the construction safety and construction quality, to promote the good development of the construction industry.
