With the effective implementation of balanced regional development strategy in China, projects carried into execution by large-scale contractor show regional scattered features. Construction enterprises management system concerning on single project optimization encountered more problems in practice, such as chaotically competition among internal units, high business costs, increasing management difficulty. Accordingly, it is necessary to develop more effective management system for enterprise-wide optimization. Thus, this dissertation aims to provide an entirely novel management concept and a roadmap to enhance the competitiveness and improve performance of enterprises.This dissertation regarded the research of enterprises regional management system as the core question, defined the large-scale contractor and management system, analyzed the applicability and demands of the regional management system for large- scale contractors, identified the main problems by means of surveys first. And then, established regional management system of large-scale contractors and showed details of the three support points of the system -- organizational system, resource allocation model, information system implementation. Finally, designed performance appraisal system for regional management system, and selected a contractor to carry out case studies.This dissertation used the contingency management theory, self-organization theory and systems engineering theory to analyze the needs and systematic features of regional management system. Established the theory and implementation model of regional management system sequentially based on program management and process management methods, designed business-oriented and regional-oriented regional management system, constituted the bi-level resource allocation model, and concept and strategy of implementation of information system. After established the system, used the balanced scorecard and projection pursuit method to select indicators and design the performance evaluation system in turn, and then the immune genetic algorithm was taken to optimize the projection direction and evaluate the performance. Finally, put forward the research theoretical and practical contribution and point out the direction for further research.
