Research On Purchasing Management On Large-scale Metrology Device In The Tobacco Company

Hangzhou cigarette factory carries out the implementation of the "Eleventh Five-Year" ex-situ technical renovation at zhuantang town in Hangzhou xihu district around the tobacco industry’s "cigarette on the level" strategic task in the year of2011. Large-scale metrology device is as one of most important technical renovation, which determine the tobacco company’s existence and development to a great extent, because it is not only an important symbol of modernization, but also as the basis of the tobacco enterprises continuously improving the level of scientific research and product quality conditions. For Hangzhou cigarette factory’s filter rod automatic sampling detection system, it is one of most important technical renovation in the Hangzhou cigarette factory’s new factory construction. Completion of the project will meet the increased demand for new plant cigarette filter rod production process control level, and play a very important role in the overall development of the Hangzhou cigarette factory. Because of predicted costs of the project, implementation time is very tight, equipment procurement in practice are facing many problems, not only in accordance with the norms of the procurement process to do, but the lack of standard and normative, that is very easily lead to purchasing target can not smooth realization. Therefore, study of large measurement equipment procurement management appears particularly important.Studies in the thesis will be mainly in the basis of purchasing management situations of large-scale metrology device in the Hangzhou tobacco company, taking the example of filter rod automatic sampling detection system, analyse existing problems in purchase of large-scale metrology device by applying purchasing management and the process-oriented research method. The article defines the goals are necessary to be considered and achieved in large-scale metrology device purchase, and put forward within the tobacco industry recommendations for purchasing management on large-scale measurement equipment. These recommendations include procurement organizational structure, procurement information management processes, purchasing method, supplier chain management, perspective mechanism of the balance of power, etc. Starting from the present purchasing management situation, the thesis will use standardized and streamlined way of achieving purchasing management goal, and refine the steps of way as bright spot.This thesis mainly study found that the first is to establish a measurement equipment procurement management organizational structure which is suitable for the actual situation of enterprises. This structure refines existing procurement management function. And it makes the procurement management process more standardized and process by introducing the ERP procurement management information system. Secondly, the existing purchasing method can be optimized. A competitive negotiation can be drawn into metrology device purchasing management process, which makes purchasing management more useful and efficient. Then a fully supplier management standard specification is established in supplier management. Finally, for power balance of state-owned enterprises’purchase management, some constructive suggestions are presented to make the hidden power public and decentralize the concentrated power. This article provides a useful reference of purchasing management on large-scale metrology device in the tobacco company.
