Investigation And Study On The Environmental Infrastructure Of Qingdao Small Town

At present, the Central Committee attaches great importance to the acceleration of urbanization work. Qingdao Municipal Committee and the Qingdao Government introduce the proposition on the acceleration of newly urbanization of CNC Qingdao municipal committee and Qingdao Government, and putting the promotion of newly urbanization in the prominent place in the present and future global work.In the course of urbanization, town foundation facility construction financing, is the material carrier of cities and towns construction; the precondition for cities and towns to sustain economy and social activities; the basic guarantee for cities and towns survival and development; the key symbol to judge the cities and towns modernization, and the major factor for them to exert their function. However, because of the delay in the infrastructure, in particular the deficient in environmental infrastructure of small towns of Qingdao, in addition, shortage of environmental infrastructure becomes the bottleneck of its development.This survey is commissioned and established by the Qingdao Municipal Construction Commission, which aims to fulfill fully the proposition on the acceleration of newly urbanization of CNC Qingdao municipal committee and Qingdao Government, as well as to propel the course of newly urbanization of Qingdao, and perfect the environmental infrastructure of small towns.This survey included the status, the level and the management of environmental infrastructures. On this base and with AHP, carry out the full analysis of Qingdao small town environmental infrastructures condition; get to find the problems in the infrastructure construction. Potential development is assessed. Based on the features of the course of urbanization of Qingdao, construction tasks and proposals to solve problems are put forward for Qingdao Government to make policy.This survey, the main results are as follows:1. The environmental infrastructure of Qingdao small town is in the lead compared with the situation of national small town; But compared to EU countries and the general requirements of economic and social development of Qingdao, there is a big gap. 2. Sort status of environmental infrastructure of small town by AHP, which consistents with the layout of focus on small town in Qingdao.3. Qingdao small city-town environmental infrastructure special plan should avoid being conducted separately and only among limited single small town, but should break administrative area limit, and should plan as a whole from small town development and construction and the domain.4. Build large scale waterworks and strengthen the protection of water sources, which aims to improving water supply security. Water supply popularizing rate is 99.67%, but there are many self-contained water-source wells, the aging pipe network and tree-shaped network, water supply security is relatively bad; and water pollution is serious.5. With respect to the sewage disposal, speed up the construction of pipe network and sewage treatment plant construction. Network of drain and sewage disposal facility are imperfect, whose density is only 5.93 km per kilometers and whose centralized sewage treatment rate is only 15.52%. Most sewage is discharged without being disposed, which polluted the water sources severely.6. In the area of garbage treatment, select the appropriate treatment scheme and strengthen the management and financial support, which aims to improving collection rate and decontamination rate of garbage. The garbage treatment system and relatives are very imperfect. Garbage collection is not classified and the funding of garbage transportation can not be guaranteed; the rate of garbage harmless treatment is only 10.95%.
