Research On Economic Indicators For Environmental Infrastructure Of Small Towns In Western China

At the end of 2002, the science and technology cooperation agreement signed by Chinese and Holand government on Environment infrastructure construction in China's Western Small Cities. According to this agreement, the Ministry of Construction obtained the Dutch government's development aid fund. This aid fund was used in the project Development and Demonstration of Feasible Technologies for Environmental Infrastructure in China's Western Small Cities. The overall goal of the project is By the Dutch government in the capital, technology, policy formulation, capacity building and results proliferation of a wide range of assistance, China's western small citiesern region to promote infrastructure construction and development, push forward the process of environmental infrastructure market, improve the environment, reduce poverty and achieve sustainable economic and social development goals.Economic integration technology, including technology integration and economic analysis of the two areas The economic analysis of major issues, namely, China's western small cities of infrastructure and economic indicators related to the formulation of economic indicators and guidance As new facilities guidance and constraints. Economic indicators for environmental infrastructure in China's Western Small cities , includes economic indicators on three aspects, such as ourban water supply infrastructure, urban sewage treatment and disposal of urban solid waste disposal. Based on the analysis and study on economic indicator on the domestic infrastructure construction and operation of small towns, especially western small cities, we constituted economic indicators Guide for China's western small cities environmental infrastructure. the formulation and implementation of economic indicators guide of environmental infrastructure for China's western small cities can be used as reference of preparing the investment report of the building of infrastructure project proposals and feasibility study and assessment of the technology. It will made significant contributions to promote infrastructure construction in China's western small cities and build a harmonious society.Western economic indicators applicable to small towns in the western region in China ,which is same to the "western region" in the concept of "Western Development". Small towns and the scope of the technical guidelines are on the same scale, mainly referring to county-level cities. towns (including county towns), as well as some non-farming population of the town of a certain scale, but also included a number of large region in cities.The general population of western small towns ranges from 2000 to 12 million people. According to population size and the quantity of water used and wastewater regulated in "The Urban Water Supply Planning Standards" and "The Urban Drainage Planning Standards" and the scale of water supply, sewage treatment and solid waste disposal facilities of towns in the same scale, this data in China's western cities can be determined.For the economic indicators of water supply and sewage treatment facilities, According to the " Nationwide municipal engineering investment estimates indicator," combining the manual, materials and machinery prices in Sichuan, Chongqing area, we worked out water supply and wastewater treatment composite indicator (Appendix～Appendix H)for the western small towns.( Coefficient under its material supply and transportation conditions should be considered when data in the table were used in other western small towns)Investment cost model has been established on the basis of the western small towns water supply and sewage treatment projects comprehensive list of indicators. In addition, on the basis of data of a lot of practical sewage treatment facilities, investment cost model of deferent wastewater treatment technics were established for reference. For waste solid disposal engineering in China's western cities, landfill Handling capacity-investment and capacity-investment cost model were established based on the characteristics of landfill, which can be used together. We established operating cost model model of environmental infrastructure, which was based on the analysis of cost composing and the investment cost model.
