Preventive Risk Prevention And Control, Risk Management Perspective

As an advanced management concept and approach, risk management has been accepted by the Customs of different countries and is gradually led into the modernization of their own Customs. Risk management plays an important role in promoting trade security and trade facilitation. Anti-smuggling activity is one of the most crucial functions of the Customs, and it is also a very effective means of performing the duty to supervise the entry and exit as well as maintain the order and stability of import and export. With the trend of smuggling becomes increasingly complex and diverse, the task of anti-smuggling law enforcement becomes more difficult and heavy. As a result, risky factors of anti-smuggling activities are increasing. So how to cope with the risk of anti-smuggling and effectively improve the ability of prevention and control turn out to be an important topic.In view of this, this paper takes risk management as the perspective of the research. By applying the theory, approach and technique of risk management, the prevention and control system of anti-smuggling risk is established. The following aspects are included in the paper:firstly, the causes and representation of anti-smuggling risk is analyzed by using risk management theory. Current situation and existing problems of anti-smuggling risk management in our country have been discussed through viewing the experience of that in foreign countries. Secondly, using internal control theory and system theory, operative mode of the prevention and control of anti-smuggling risk is constructed, at the some time, the basic framework of the trend of smuggling, the investigation of the cases, law enforcement control and incorruptible risk prevention is formed. Thirdly, this paper discusses the application strategy and methods of anti-smuggling risk prevention and control by applying law enforcement practice and proposes measures to make it more operational and effective.
