In the face of increasingly fierce competition in the market, enterprises turn the competition from outside to inside. How to raise the employee loyalty gets more and more concern from enterprises, as human resources is the biggest fortune to enterprises. Employee loyalty is an important index to human resources, besides it's the first thing to the sustainable development of enterprises. Frederick considered that employee loyalty can judge the operational performance more exactly than other profit index.Off-farm workers have made outstanding contribution to the process of urbanization. The buildings and the roads in the city are all the results of off-farm workers'labor. In every position of most trades, off-farm workers supply services. Off-farm workers do the dirtiest and the most tired things, they offer as a tribute silently to improve the life level of city residents. They create the tremendous wealth of China and the highest quality goods, and achieve China's prosperity and the world's respect. The urban construction and urban development was inseparable from the off-farm workers. Some cities are short of labor when off-farm workers go home. Therefore, off-farm workers are not only the main urban group but also the main labor of city construction.Though off-farm workers make prominent contribution, they don't get the equivalent treatment. The problem of employment of off-farm workers gets the attention of the whole society. The paper, from the angle of concerning the employment of off-farm workers, improves the relationship between enterprises and off-farm workers and makes the conflict of labor and capital less difficult, by researching the loyalty of off-farm workers.On the basis of absorbing the research of former researchers, the paper builds a model from two factors of off-farm workers and enterprises except the factor of social environment. The model includes eight concrete factors that influence the off-farm workers, such as welfare benefits,leaders'factor,the situation of enterprises,relation among person,training and development,participation,something about job and off-farm workers' factors.In the empirical analysis, the paper sets off-farm workers as the research object, and puts 176 valid questionnaires collected into SPSS 17.0 to analysis the hypothesis of the paper, then it draws the main conclusions of the study:1.Personal situations of off-farm workers can influences the employee loyalty.2. welfare benefits,leaders' factor,the situation of enterprises,relation among person,training and development participation,something about job have positive impact on the loyalty of off-farm workers.Basing on the results of research, the paper gives series of recommendations. Enterprises should establish fair and reasonable compensation and set up new concept of management and create good atmosphere of personal relationships.Finally, the paper puts forward the future of the following researches based on the limitation of the article.
