Recent years, the problem of rural old-age caused attention of the state and society. September 2009, State Council promulgated carrying out pilot guidance on the new rural social pension insurance to explore the establishment of new farmer's insurance system about Individual contributions, Collective benefits and Government subsidies. Farmers as the audience of this system, the participation of the farmer's insurance system constitutes a new necessary condition for the operation. To maintain its sustainable development, it needs to understand the groups of farmers' willingness to participate in the system and also the influencing factors.Based on the above understanding and many other relative researches, the article studies the farmers' willingness to participate the new rural pension insurance, takes the farmers in Yucheng Shandong province as investigating objects, which is based on plenty of related research results, and used the Bounded Rationality, expectancy theory, and life-cycle hypothesis theory as the theoretical basis, by empirical sociological research methods.The study is divided into five sections. The first part, mainly illustrates the purpose of the study and significance, literature review, research content and ideas, research methods and research assumptions, and so on. The second part analyzes the operation status of the new rural pension insurance, and reviews development process of rural pension insurance in investigation area. The third part analyzes the current situation of farmers' willingness to participate from four aspects:motivation of participation, willingness in participation links, willingness to choose the way of participation and the expectation, then summarizes the characteristics of farmers' willingness. The fourth part analyzes influencing factors from four aspects:individual factors, family factors, community factors and system factors. Lastly, puts forward suggestions on the basis of the overall consideration of various factors to promote farmers' willingness to participate.
