The Research Of Farmers’ Willingness To Participate New Rural Social Endowment Insurance And Influence Factors

With the development of market economy, the gap between urban and rural areas is increasing and the growing phenomenon of population aging is becoming more serious. In recent years, rural social security, especially rural society pension problem has become increasingly apparent. As the function of traditional pension from family and land has become weaken, and the old rural social pension insurance system is in narrow coverage and low protection level, it is difficult to solve the rural pension problem.It has become the major issue which affects national stability and economic development to establish the new social pension insurance in rural area.In the17th third Plenary, the CPC Central Committee pointed out that perfecting the social security system in rural areas should implement the wide coverage, basic security, multi-level and principles of sustainability. The State Council publish guidance of the State Council on the new rural social pension insurance pilot on September1st,2009. At the end of2009, the People’s Government of Hubei Province issued the performance advice on pilot project of rural social pension insurance. There are several focuses of attention, such as implementation status of the new rural endowment insurance policy, the insured wishes of the farmers and the factors which affect the enthusiasm of farmers insured.This study focus on the originally peasants’wishes and influence factors. I choose three survey location, such as Huangpi District, Wuhan City, Hubei Province, Chibi city and Nanzhang Distinct, using a combination of questionnaire and interview methods to carry out deep analysis on the farmers’insurance willingness.This article has five parts as follows:The first part is summary introduction. In this section, several key points of this research are contained, such as the research background, purpose, significance, design, theoretical basis, assumptions, basic definition, research ideas and research methods.In the second part, the author analyzed the operational status of the new rural social pension insurance in Hubei province, by comparing the its development history on old system of rural social pension insurance.The third section analyzes the desire rural persons on participating system, including pension awareness and ideas of farmers, farmers’ awareness toward the new farmer’s insurance, the insured wishes of the farmers and evaluation and expectations to the new farmer’s insurance;The fouth section analyzes the factors affecting farmers to participate in the new rural pension insurance, such as individual, family, neighborhood and policy;The fifth section summarizes the factors those impact farmers’ willingness of participation in the "new farmer’s insurance, and illustrate suggestions based on those conclusions.
