The development history of those worldwide famous cities and ports shows that cities and ports should keep an effectively interactive relationship because ports are the opening doors of cities and cities are the important bases of the development and prosperity of ports. The development of cities and that of ports are mutually beneficial. "Building ports to improve cities which reversely develop ports so as to make both prosper" has become a common regular pattern. Most of developed areas lie along the seasides; the mutual interactions of those cities and ports have played an important role to the development of both cities and ports. Therefore, both Chinese scholars and ones of other countries put their attention on the mutual development of cities and ports along the seasides. In recent years, with a fast development of Chinese economy and an increasing enlargment of Chinese trade, the inland cities with ports make the best use of their locations along big rivers, highlight the leading role of the ports on the rivers, and manage to find a new point of economical development.
