With the accelerated pace of China's financial system reform and the rapid development of electronic information technology, e-banking has become indispensable competition means for commercial banks to survive and develop. In recent years, large commercial banks such as the Industrial and Commercial Bank of China (ICBC), Agricultural Bank of China (ABC), Bank of China (BOC) and China Construction Bank (CCB) etc. have accelerated the pace of computerization construction, while competitions in e-banking within the industry has gradually spread from urban areas to counties, and become increasingly fierce.As a secondary branch, Agricultural Bank of China Suzhou has the double feature of business management and business operation. It is currently in the period of business transition, and the development of e-banking is one of the priorities of the current transformation. Compared with those in the same industry, the e-banking development of Agricultural Bank of China Suzhou Branch is centered on the counties. While all the five county branches have a comprehensive competitive advantage at local, they also face greater competitive pressure. To solve the problem of the county's e-banking development will have a decisive significance for the reform and development of Agricultural Bank of China Suzhou Branch.This paper adopts the analysis method of combining theories and real development situation. On the basis of expounding the basic theory such as the concept, features, advantages and the development status of e-banking, the paper deeply analyzes the features of the county branches and problems existing in the development of e-banking according to the operational characteristics of Agricultural Bank of China Suzhou Branch; it proposes to develop county e-banking businesses, and utilizes strategic management theory of the five-dimensional model, to analyze the external environment such as macro environment and industry environment that Agricultural Bank of China Suzhou Branch is facing while developing e-banking businesses, as well as the internal resources; meanwhile, the paper gives a comprehensive SWOT analysis based on the internal environment, external environment and features of e-banking businesses, and it suggests the strategic choice for Agricultural Bank of China Suzhou Branch to develop county e-banking businesses in three levels, covering enterprise level, business level and functional level. To guarantee the strategic implementation, this paper works out relevant measures, and proposes the control mechanism for evaluating and controlling the development performance, development behavior and strategy basis of county branch e-banking. Finally, this paper demonstrates the feasibility of using county e-banking businesses development strategy, through the case study on the account transfer telephone banking development strategy of Agricultural Bank of China Suzhou Branch.
