The IT project of monitoring-controlling and saving energy for Changle street lamp in Weifang, Shandong Province, which is based on GPRS network of telecommunications providers, Internet and server management system local area network, and it controls street lamp by Controlling Terminal. Many techniques were integrated in the system of monitoring-controlling and saving energy for Changle street lamp based on GPRS, such as computer science, electronic science, electric detecting science, communicate technique, automatic control technique, information management and Geographic Information System. So the project starts from many fields in hardware and software design, database building, distribution cabinet installation and communication system design. Meanwhile, the project involves on the digging, paviour, installation, environmental protection, on-site debugging of engineering construction content. So the project implement contains many risk factors, especially for IT technology and construction. The content of risk management for the project is universality, and also is particular.The paper is based on risk management of Project Management Body of Knowledge and the actual experience of running in the project, and laid the emphasis on the study of IT technology and construction risk, yet involves other sides risk. The main study contents of paper are as follows:Firstly, the purpose and significance of studying the project is reasoned. At the same time, the paper expatiates on study background, study methods and reviews the history and state-of-the-art of this subject both domestically and abroad. Secondly, the paper concludes the concept and feature of project risk management, and also it analysis the function of risk management in engineering project management and the status of project risk management. Thus the chapter 2 lays the foundation of paper expatiation in theory. Thirdly, the paper proposes the content of risk management system about the process and strategy of risk management, organizing and running principle, management structure, division of functions. And also it identifies the project risk by using methods and tools of risk management. Fourthly, it evaluates on the project risk factors by the qualitative risk analysis and quantitative risk analysis. In addition it gives the grade to risk factors. Fifthly, it discusses how to response IT technology and construction risk of the project in detail, and takes measures to monitor and control the project risk. At last, after summarizing whole content discussed in the paper, the defects and some potential research directions and thinking are brought forward.The results and conclusions studied in the paper are as follows:(1)With the feature of the project, it proposes whole risk management of strategy of the project. And it using the method of WBS, checklist and brainstorming to point the risk factors faced with IT technology and construction in the project. Furthermore, it discusses the risk factors of the project systematically. At last, it puts forward to ten main risk of the project faced with.(2)Through using the mathematical model R=f(p,c) and Fuzzy Comprehensive Evaluation, it demonstrates the probability and severity of consequences of risk factors. Furthermore, it certain that the grade of ten main project risk in the method of qualitative risk analysis and quantitative risk analysis.(3)It discusses particularly the risk response and monitoring and controlling strategy in IT technology and construction fields of the project, and also includes ten main risk factors. Finally, it brings forward the simple standard process diagram for risk response in an emergency.
