There has been a considerable progress for our country’s energy conservation workduring the period of “Eleven Five-Year”, with a successful completion of the overallenergy-saving target. Entering into the “Twelfth Five-year” period, the burden forenergy-saving and emission reduction is very heavy. In order to link the past with thefuture better, there is an urgent need to establish an systematic evaluation system toevaluate the energy-saving and emission reduction work scientifically. Then selectappropriate evaluation model and method to provide support and guidance for China’senergy conservation and emission reduction in the coming years.On the basis of the analysis on index system of energy-saving and emission reductionfields at home and abroad, this paper sums up the experience and relevant research results,mining the problems and gaps that currently exist in our country’s energy-savingassessment system, which is also the starting point of this article. Using of thedecomposition method, the factors influencing the energy-saving evaluation can be brokendown into technology advance, industrial structure, energy consumption structure, whichlay a solid theoretical foundation for the establishment of the evaluation index system forenergy-saving and emission reduction.Based on the thought of system engineering theory, in accordance with the evaluation ofdifferent objects, the energy-saving evaluation system can be divided into three levels:micro, meso and macro. The first level is targeted at enterprises for the microscopicevaluation; the second level is based on the evaluation of the industry or region; and thewhole society is the object of the macro evaluation. This paper selects the meso region(provincial or inter-provincial domain) as the key study object. In accordance with China’soverall deployment of energy-saving during the period of “Twelfth Five-year”, with theinductive and deductive methods, to build the provincial energy-saving evaluation systemfrom the aspects of energy-saving, emission reduction, potential, socio-economy andsustainable development and so on.Finally, use the AHP method to determine the weights of the evaluation indexes, anduse the fuzzy mathematics method to determine the evaluation matrix, with thecombination of the above two, there is the fuzzy hierarchy comprehensive evaluationmodel for energy-saving. With the example of Shandong province, this paper does anempirical research, which achieves a consistent finding with the reality, and demonstratesthe evaluation index system with a certain degree of practical value in practice and guidingsignificance.
