Supplementary pension is the second biggest mainstay of the endowment insurance system established by the government. It is a retirement income security system not only built under the guide of the relative policies and regulations of the government, but also based on the state of operation and development need of the enterprise. Supplementary pension is an effective tool of human resource management more than an endowment insurance system. An excellent Supplementary Pension Proposal can strengthen the cohesion and the creativity of the enterprise, attract and retain staff, promote overall performance, as well as achieve the function of longtime motivation and guarantee.Supplementary pension system started late in China and has a very big disparity from developed countries. However, more and more enterprises and their staff begin to realize the importance and necessity of the implementation of the supplementary pension system as a result of social development and economic progress and the government propaganda. A lot of enterprise make a useful try and have accumulated a great deal of valuable experience. Especially for the past few years, the concept of workers to strive for their own interests along with the great accumulation of enterprise fortune make more enterprise begin to be interested in supplementary pension system. How to formulate a suited Supplementary Pension Proposal to achieve motivation and guarantee function of it fully and make it be beneficial to both staff and enterprise becomes to be a problem of great importance under this situation.This thesis mainly studies the Supplementary Pension Proposal of HX bank, diagnoses the deficiency and makes an optimization redesign. The new project pays more attention on the incentive functions of the supplementary pension system. It achieves long-time motivation and support for the high level staff, which lead to enhance the productivity so as to make more contribution to the enterprise.This thesis has six chapters. The first chapter is introduction, which mainly presents the background, the significance and the method of this study. The second chapter is the theoretical review, which mainly presents the relative theories, the implementation type of the supplementary pension, the relationship among the supplementary pension, basic endowment insurance and commercial insurance, as well as the Conditions And Procedure to establish a Supplementary Pension Proposal. The third chapter mainly analyzes the history and the present situation of the domestic and abroad supplementary pension development, especially analyzes and studies the factors which influence the establishment and implementation of supplementary pension system in China. The forth chapter mainly presents the background of the establishment of the supplementary pension, the content of the proposal, the operational state of the system, and analyzes the shortage of the supplementary pension in HX bank. The fifth chapter is the focal point of this study. We strengthen its incentive function by adjusting the way of paying and distribution to optimize the Supplementary Pension Proposal of HX bank. The sixth chapter is the summary and outlook of the study, and gives advice to the development of the supplementary pension. This article pays attention to the combination of theory and practice, make great effort to provide useful references.
