Abstract/Summary:
In order to help low‐income urban communities to achieve "housing dream", governments at all levels have increased investment into indemnificatory apartments housings, and have set ambitious target of indemnificatory apartment construction. Indicators have been broken down into the each provinces since2010. However, constructing a huge number of indemnificatory apartments new construction of indemnificatory apartments, the problems has cropped up, especially the financing problem which is the core of the construction of indemnificatory apartments.Based on this, in order to fully understand problems existing in indemnificatory apartments financing, this paper makes a systematic analysis for the current progress of the construction project of indemnificatory apartments at first, as well as policy measures associated with the construction of indemnificatory apartments, and summarizes the problems existing in the process of indemnificatory apartments financing which outstandingly embodied as low efficiency of the use of financial funds, narrow financing channel. After the analysis of the capital sources, the media, and the channels of capital transfer, the concept model of the cash flow’s lifecycle of indemnificatory apartment has been rendered, which provides the necessary tool for the next part of this paper.On this basis, this paper sorts out the mature experience from abroad, and summarizes the enlightenments of their experience to our country. Finally, based on the foregoing analysis, this paper presents "Optimizing inventory, enlarging increment".And the various overall financing model of three regions. For eastern provinces, the conditions are ripe to learn from the American experience, innovative financial instruments, to fully harness the power of market, rationalizing financing; central provinces should learn from the Japanese model‐‐‐‐government‐led, market fit, adopting a mixed mode of financing; west underdeveloped provinces will have to draw on the experience of the Singapore model, completely dominated by the government, but must rely on the market forces to maximize the efficiency of government funds.
