A Research On The Binhai New Area’s Indemnificatory Apartment And Price-fixed Housing Construction

Recently, housing security and construction of indemnificatory apartment has becomeone of a national hot topic. Price-fixed housing, which as one of those importantforms of indemnificatory apartment, is a momentous part of indemnificatoryapartment construction. Price-fixed housing has both marketability andindemnificatory, which comes with the government’s compulsion on the market. Ittakes a great effect while curbing housing prices and solving the housing difficultiesof low-income families, but it also carries lots of drawbacks such as public policiescredibility losing and resources wasting. This paper based on the research of theBinhai New Area, focus on construction of indemnificatory apartment, particularlyprice-fixed housing in New Area, and proposed some improvement measures.It mainly takes literature research, exploratory research and case study method of inthis paper. In the first part, there are definitions of housing security and policy,indemnificatory apartment, low-rent housing, affordable housing, and commodityhousing, etc. and the history of indemnificatory apartment and price-fixed housingconstruction. Then, based on information of Binhai New Area, there is a completediscussion of the policy, planning, construction status on Binhai New Area’sindemnificatory apartment and price-fixed housing. After an analysis of the overallsituation, the paper focus on construction of price-fixed housing and six follow-upquestions such as policy implementation process positioning offset project site remote,supporting infrastructure construction is lagging behind, unreasonable pricingmechanism, the existing market conditions of supply and demand imbalance, etc. andgive some propose suggestions. Finally, proposed a combination of modes of" limitbuilding, multi-subsidy" and "common property ", the paper would like to solute theproblem in the new security model for low-income families in order to optimize andmake up for lack of housing price of goods model.This paper based on the situation of Binhai New Area’s indemnificatory apartmentand price-fixed housing construction and gave some forward suggestions. The pointof "common property" has a certain theoretical and practical significance for BinhaiNewArea’s further construction.
