At the present time, the development of market economy, the rapid advance of urbanization, the Lao traditional urban management model is no longer adapt to the era of globalization and urbanization needs. The traditional model of urban governance requires a new model of urban management to urban development to properly resolve some of problems in processing of re-optimize the rational allocation of resources, the protection of the city to run smooth. In such a background, public participation in urban governance in the new model came into being. As a new round of world countries to implement the important elements of political reform public participation is the basic characteristic of social democratic politics, one of the theoretical framework of modern urban management an integral part of, is the new public management concepts applied to the modern city the actual development of an objective need. From the current situation in Laos at the urban governance, the public participation in urban governance both from the ideological, organizational mechanisms, or making systems, there is a lot of areas for improvement need to focus on the theory and system management. The theory of public participation in urban governance found on the basis of new public management and governance theory, this combination of specific aspects of Laos in the problems of urban management status, theory and practice in the city compared to the traditional control model and the difference between urban governance, the proposed by the theory and the system management of public participation in the new model of urban governance.
