Urban public transportation is the main form of urban transport and the importantpart of the urban construction.Urban public transportation network spurs urban socialactivities and gives inexhaustible power for the comprehensive development of the urbaneconomy.Under the guidance of the bus priority policy,China’s large and medium-sizedcities have made certain goals in the development of urban public transportation andinitially built a reasonable urban public transportation network to provide high-quality,convenient, safe public transport services for the general public.Due to the differences ofown status in the level of conditions and urban economic development, there are manyproblems in the process of supply and governance for urban public transportationservice,such as less supply and a single supply mode,unreasonable prices and inadequateplanning,smaller local government financial input and support and less participation ofsociety.From the perspective of multi-center theory,this paper expresses and analyzes theproblems of Shenyang City in the development of urban public transportation,proposesappropriate measures and try to raise the level of efficiency and service of urban publictransportation.Firstly,this paper gives a brief introduction about writing background and writingsignificance of the paper, the research status of the urban public transportation, as well asthe research ideas and the main method.This paper clearly explain the meaning of theurban public transportation, the attributes of the urban public transportation, the specificcontent of the multi-center theory and the applicability of multi-center theory.this papergives a brief introduction about writing background and writing significance of the paper,the research status of the urban public transportation, as well as the research ideas and themain method.This paper clearly explain the meaning of the urban public transportation,the attributes of the urban public transportation, the specific content of the multi-centertheory and the applicability of multi-center theory.Secondly,this article describes the development of public transportation in ShenyangCity and Shenyang’s achievements in public transportation supply.Combined with theactual status of the urban public transportation, this paper views the government, themarket and society as an entry point respectively to reveal Shenyang City publictransportation supply and governance issues.Through specific analysis of the various problems,this paper points out the following reasons such as poor governmentresponsibilities,the imperfect operation of urban public transportation market mechanismand the less involvement of various sectors of society.Finally, from the perspective of multi-center governance theory,this paper putsforward different countermeasures for the government, the market and social parties.Thegovernment promotes the reform of public transportation,increases investment andsupport in urban public transportation and strengthens the management and supervisionof public transportation.In the market,market access needs to be liberalized,capital needsto be introduced by the franchise and shareholding system and the enterprises play theactive role of urban public transportation.To promote social participation in publictransportation governance,participation mechanism and platform needs to be built,theawareness of civic participation needs to be increased and green public transportationneeds to be initiated.
