With the coming of the rapid urbanization era, it has become an inevitable trend that thetraditional urban management moves towards a new urban governance, in order to crack theplight of urban development and realize the city’s benign operation. Urban governanceemphasizes the multi-center authority, which advocates the city’s stakeholders participatingtheformulation, implementation and supervision of the city’s public policies together. Meanwhile,it also shares the power and responsibility with the public interests as the core. As the mastersand the most important stakeholders of the city, citizens’ participation is not only due to theircivic rights, but also the essence requirement of the new urban governance.It is a helpful attempt to explore a new path of urban governance for Guangzhou to start thecomprehensive improvement of Tongdewei area and form the “Tongdewei Model”. To establishPublic Advisory Committeeand build a good partnership between the government and societyfor realizing the most broad citizen participation, is the key to the success of the renovationwork. Currently, the practice of current citizen participation is insufficiency and urbangovernance lacks transformation power.“Tongdewei Model” provides a good path for a broaderrange of participatory urban governance in the future. However, the generality capability of“Tongdewei Model” has been questioned since many Public Advisory Committees whichcopied the model don’t work as expected.But undeniably, this interaction form between thegovernment and citizen do has an enlightening significance on introducing and developingcitizen participation in urban governance. The paper describes the course of Tongdewei’scomprehensive improvement and also dissects the reasons of its success. Based on that, itfurther states the Tongdewei Model’s value and meaning on the aspect of promoting citizenparticipation in urban governance, and analyzes the difficulties and deficiencies inpopularization of the model. Though the Tongdewei Model’s popularization needs to be furtherstudied, the successful experience of Tongdewei’s comprehensive improvement could stillprovide some reference for better practice of citizen participation in the future.
