The Research Of Public Projects' Performance Evaluation Of Local Government

The public projects have been invested large amounts of public money by the local government, they are of vital importance to the nation's economy and the people's livelihood, also have a relationship involving various interests; in nature, The public projects are the items of producting public goods or providing public services for meeting public demands, they are the important contents of the local government's public administerial management; the performance evaluation of public projects is a large proportion of the performance evaluation of local government, its objective is to balance and meet various interests of the public projects, then to seek the maximization of public interests, this performance evaluation has been a mode of constructing a high performance government, a responsible government, and a satisfaction government by its people.This study baseds on the cases of Shantou's performance evaluation of public projects, baseds its theory view on stakeholder theory, inquires into the problem of various interests relationship in the performance evaluation of public projects of local government. Objective of this study is not the author to the local government performance evaluation of public projects design, but rather to the local government-led performance evaluation study of the process itself. For performance evaluation procedures, methods and technical aspects, nor is the focus of this study, because the more a study in this regard have been. Government Performance Evaluation from the values of modern point of view, this paper, the government on public projects as a management performance evaluation process. From the perspective of stakeholder theory, this process is a local government-led public projects in the interests of various interest groups, expression, coordinated in order to maximize the public interest.
