Public Project Performance Evaluation Indicator System Research Based On Stakeholder Theory

Public project is the activity that public sector build public facilities to meet pubic demand. While this particularly play a more and more important role in the development of social society and economic development. However, as a result of public owned and monopoly, the performance management problem is more serious in public projects. This phenomenon is mainly caused by two reasons, the one hand, lack of a comprehensive evaluation index system to reasonably and scientifically measure the performance of public construction project and performance evaluation of the existence of this stage are often based on qualitative,the lack of quantitative analysis for key factors; The other hand, the interests of project stakeholders demands satisfaction more profound impact on the performance evaluation of public projects, and in fact often exist such problems as the public participation is not enough. Therefore, in order to improve the level of performance management of public projects, the paper studies the performance evaluation index system from the perspective of the interests of stakeholders. The main contents are as follows:Firstly, by collecting and reading the literature at home and abroad, discusses on the performance evaluation of public projects at home and abroad research status and development trend, it analyzes the necessity and advantages that the stakeholder theory was applied to performance evaluation system of public projects. Based on the basis of stakeholder theory, the papers analyze project stakeholders all life processes, identify the stages of stakeholders, and analysis of the interests of the key stakeholders in different stages of the appeal.Secondly, analyzing the whole connotation of public works and the performance evaluation of the main problems and from two aspects those project life-cycle process analysis and project performance evaluation stage division aspects to introduce the composition of the performance evaluation of public works projects.On this basis, related theories stakeholder theory and performance theory prism constructed performance evaluation index system of the entire public works projects.Meanwhile, in the form of questionnaires, by means of various types of mathematical and statistical methods and related statistical software(SPSS software this paper), processing the data and results obtained to establish the public projectperformance evaluation index system, thus the work of the paper established project performance evaluation index system for validity and reliability of the inspection,test the rationality of the content and structure.Finally, the theory with practice, with the building of the performance evaluation index system to evaluate Changsha rapid renovation project performance of Wan jiali.
