It is the most important thing of the financial work at all levels of our country of the present stage to develop agriculture and rural economy, increase peasant's income. It is to solve one of the direct ways with important above-mentioned problems to support agriculture in finance. At prensent, our country has Increased financial support for agriculture and paid close attention to the performance of the using agricultural supervision finance, but the problem of low benefit of capital utilization, confused supervision still comparatively conspicuous. Performance evaluation is the effective and powerfull method to improve this stituation. Performance evaluation of agricultural finance is a system process that according to the public financial requirements scientific analyze and compare the rationality, necessity and output performance for the infrastructure projects using of agricultural finance to roundly appraise the economic nature, efficiency and effectiveness of agricultural finance projects. The establishment of performance evaluation and quantified performance indicators is the central link and important content of this process. Under such a ground, this thesis sets up the financial utilization evaluation systems to appraise the agricultural finance and applied this system evaluating agriculture finance project's performance of Changsha City.The full thesis is divided into six chapters. Chapter one is the introduction, has introducted the purpose and significance of selection title, status of domestic and international researchment, studies of contents and methods. Chapter two introduces relevant concepts,workflow and " 4E " standard of performance evaluation of public expenditure. Chapter three introduces the concept,necessity and manner of supporting agricuture dibursement, analyses its performance and expounds necessity of performance evaluation. Chapter four is the system of performance evaluation indicators of agricultral finance project, build the input index,the process index,the effect index of each projects bases on the Public disbursement performance evaluation theory and "4E" standard, thus constituting a completeperformance evaluation index system of the agricultural finance projects. Chapter five is the empirical study on the performance evaluation of agriculture finance project of Changsha City. Mainly uses the cost benefit analytic method,the comparison analytic method and the target evaluation method to evaluate the agricultural finance projects of Changsha, produces the corresponding counter measure and the suggestion. Chapter six is conclusion, explains the major achievement and work of this thesis and the issue next step to study.The performance evaluation system of indexes this thesis builds is more reasonable in three aspects. The first, the indicators are more pertinent. In-depth analysis on our country's characteristics and contents of agricultural finance projects, and ultimately builds targeted indexes. The second, the index system is workable, easily accessible data that can be directly practical work. The third, the index system is systematic and integrated.
