Since 1990s, as the cities housing reform deepening, a large number of new residential properties are springing up and growing. Those properties have become the important government unit of the city. And they also changed the basic unit government pattern.In the new residential properties there are a lot of common properties, which force the owners to exercise the management right. The model of owner's congress plus owners committee is produced to help owners'autonomy. However, there are three problems of autonomy:(1) the number of residential households easily leads to "collective action dilemma" of the production; (2) the property management company will provide a "principal-agent problem", (3) the autonomous power concentrated in the committee will also produce many drawbacks.Meanwhile, as the China's real estate market and the property services market are growing and improving, there are also a lot of cases violating common property of the owners. Therefore owners'autonomy is not only to manage the common property but also to defend owners'property right (not just common property, the exclusive part of the property also included). That is what we called city safeguarding-rights. Because of the important role of autonomous organizations, real estate developers, property management companies and the owners strive for the autonomous right. The government authorities and the residents committee are not on the side of neutrality and not to safeguard social fairness and justice. These two parties have interest in common with the developers and property management companies. Hence, for their own benefit, they attend the battle, making owners a more vulnerable party.In practice, the inherent drawbacks of the owners of autonomy and the influence of the external environment are combined together, which resulted various problems and difficulties in current compound management. These problems not only affect the daily life of millions owners, but also affect the rights related to protect legitimate property for the citizens, and people's livelihood and social stability. Therefore, the research for the owners autonomy of the current Chinese society has important and practical significance.In this thesis, combining two classic cases with other 9 cases in Hangzou, the author presented us how difficult it is to set up the owners committee and how difficult it is to run it. This thesis analyzed internal and external causes and tried to find a way to improve owners autonomy.The first part includes the literature review, theoretical tools and case studies. The second part analyzed the external factors that affect the owners of autonomy. The third part analyzed the internal factors affecting the owners of autonomy. The fourth part is the summary of the key factors to achieve good governance, The last part presents the views and suggestions of how to improve community self-government.
