In recent years, The Owner Committee is accompanied by social changes of the relations between country and civil society, the adjustment to the Government's social functions, the commercialization of urban residential houses and the profession of the property management. As a unique autonomy organization, the Owner Committee has attracted wide concern since it comes up. At present, there are four types of perspectives of the study on Owner Committee: the perspective of property management, the legal perspective, the perspective of community self-governance and the perspective of civil society. This article attempts to integrate the above four perspectives and try to build a theoretical framework for the committee system by researching the system of the Owner Committee from the internal management and external environment.Subsequently, the author evaluate the owners committee of the "the beauty village" with the above theoretical framework in order to sum up its experiences and point out its current shortcomings, then put forward suggestions for improvement. Generally speaking, the full text is divided into five parts:Introduction: the introduction focus on the study on the Owner Committee. The author points out that there are four types of perspectives of the study on Owner Committee: the perspective of property management, the legal perspective, the perspective of community self-governance and the perspective of civil society. These studies discuss the Owner Committee from different perspectives. This article attempts to integrate the above four perspectives and try to build a theoretical framework for the committee system by researching the system of the Owner Committee from the internal management and external environment.Chapter I:The first chapter analyses the background and its functions of the Owners Committee in detail by researching the history. The author finds that the rise of the Owners Committee basis on four premises: the remediation of the relationship between the country and the civil society; the reform of the urban housing system; the citizens' awakening of awareness of rights and democracy; the emergence of the property management. And then, the author defines the Owners Committee and analyzes the sources of the power of the Owners Committee. Although the Owners Committee is a self-governing organization in the property management system, it does play an irreplaceable role in the property management.Chapter II: the author conducts the Owners Committee in depth by using"the principal - agent theory","the theory of governance"and"the theory of non-governmental organizations". Finally, the author constructed the framework of the Committee system basing on the theoretical analysis above, which can be divided into two aspects: the internal management and external environment. In internal management, the author refers four aspects: the legal protection system, organizational security, financial security and the operating mechanism. In the external environment, basing on the needs of the theory and practice, the author thinks: the relationship model between the Owners Committee and the property management is collaborative rather than confrontational; the relationship model between the Owners Committee and the community's neighborhood committee is complementary rather than alternative; the relationship model between the Owners Committee and the government is to guide without intervention.Chapter III: the author carries out a review of the property crisis in the "the beauty village" and evaluates the situation of the "the beauty village"in accordance with the theoretical framework of Chapter II, we can find that it has many positive experiences, but also some disadvantages, such as: lack of legal status, lack of authority and legitimacy, fund coming from property companies and so on. The author puts forward effective measures to improve: give the Owners Committee legal status clearly and main qualifications of its proceedings; strengthen the interaction between the Owners Committee and the owners to establish its authority and legitimacy; give the Owners Committee the right to make a earning to provide financial security.Chapter IV: the summary of the full text. Overall, the Owners committee system includes two aspects: internal management and external environment. The improvement of internal management can further improve the welfare of the owners and enhance the legitimacy and accountability and responsibility. At the same time, the relationship,"interaction, complimentarily, cooperation, mutual restraint, mutual supervision", about the Owners Committee, the property management companies, the residents and the government will improve the external environment. The improvement of the external environment can optimize the Commission's internal management system more effectively. In order to get rid of the lack of legal status, the source of funding shortages and the loss of authority and legitimacy, the author suggests that the development of "owner Commission Act" or amend the "Property Management Regulations" should be made as soon as possible to let it have the right to make profits. At the same time, the interaction mechanism between the Owners Committee and the owners should be strengthened to enhance the authority and legitimacy of the Commission.
