The home-owners' committee results from the transformation of country and society, adjustment of governmental social function, commercialization of urban housing and specialization of property management. The home-owners' committee is a new product during the society transformation period and the result of the institutional change, which is caused by the active change of government after our country reform and open. The society transformation means that the government is changing from the " with full power" and" omnipotent" one to " limited" and " service" one, from the social management of one-center " to " multi-center". Because the government oneself positively asks the change, promoting the development of the society, at the same time, the social development requests the government to further decentralize its power, changing its function, reforming its leadership method, from" control-type" to" service- type ". But the home-owners' committee is exactly a" regulational change". In the process of this" regulational change", the direct reason is that in the housing rights diversified allotment process, the space to choose is becoming bigger and bigger in the foundation of home-owners governce by themselves, producing various conflicts and problems, which is also an inevitable outcome during the society transformation period.The home-owners' committee must be influence to human relationships, relations between human and society when it is constructing its the system, its law position and its operation mechanism. And it is the outcome of the market economy again, because the people's understanding to the market economy still is placed in the entry-level stage, the home-owners' committee actually exists many predicaments, such as in its legitimacy, the " hitch-a-ride" behavior, effectiveness and keeping-on-development ,etc.The thesis tries to set up a multi-center governance mode. Firstly, by analysising the background of the society, economy, institutional change of the home-owners' committee, and its the present condition and existent problems, I try to find out itsreasons. Secondly, at explaining the meaning, function, characteristics of the home-owners' committee, we can understand that it is an autonomy organization, which can practice with self-management, self-supervision, self-service, and self-education for the core of independence governance; Moreover, this text still makes use of the public product theories to analysis the nature of property management, to make a conclusion that it is a kind of a quasi-public product with the features of collective action, common consumption, partial hustle, which can testify the home-owner committee as an autonomy organization to be necessary. Meanwhile, the property management as a quasi-product can be divided into two procedures of producing and providing, which can lead into the competition in the procedure of producing, having multi-bodies to produce the public product and provide the service for the home-owners' committee, satisfying home-owners' diversified need. Lastly, in the foundation of the independence governance, the home-owners' committee, through the corporation production, mutual complement, can raise the effective supply of the property management. In addition ,1 try to explain the relations between of home-owners' committee and other organizations in order to resolve their contradictions. Only the perfection of home-owners' committee's inner-part governance structure and the improvement of its exterior ecosystem environment, can we attain the good governance of the home-owners' committee, to realize the maximized social welfare of the home-owners/ residents.
