Early in the 1994,the Ministry of Construction Decree NO.33"Management Practices on Urban New Residential Districts"for the frist time formally regained the establishment owners'committee in residential districts. In 2003, the concept of house-owner committee was first used in the "Property Management Regulations" by the State Council,thus officially started the house-owner committee system at the legislative level.The house-owner committee system is set in local property management regulations at various regions,mandating the establishment of a new system that combines the self-government of proprietorship and the professional management of property-management company to develope and standardize the property management market. This system has a requisition of establishing house-owner committee in all residential area.The committee's role is key to distignish the varions self-management of all properties through the self management of the owners,the relationship with other legal bodies and its legal pratices. However,the legislation on property management started late in china,The lack of logal standing of the owners'committee,leads to comflicts and barriers during the management,and there are issues to be solved relating to operational process.All there raise the issue of reconstructure of the inlernal legal frame work for property management.The legal system and machinsm will be brought up to date through legislation.
