Transfer of surplus rural labor to urban economic and social development of States inevitable trend. China is a traditional agricultural country, and because of the long-term urban-rural dual economic structure there, so there are a lot of rural surplus labor, which not only led to a huge waste of labor resources, but also reduces the efficiency of agricultural production, hinder the industrialization of agriculture, large-scale development. Transfer of rural labor force at home and abroad research has made great academic achievements, but on the institutional factors on the impact of the transfer of rural labor has been less attention. Transfer of rural labor force through the historical process of analysis, we can see that institutional factors on the transfer of rural labor is a key influence plays a role. In this paper, new institutional economics approach, analyzes the household registration system, rural land system, labor market institutions and other related systems on the transfer of rural surplus labor force impact, and on this basis is proposed for rural areas and urban regional economic development policies recommendations. First, the topic of this article describes the background and significance of the study, describes the theory of international transfer of academic research on the labor situation, defines the transfer of rural labor force concepts, and this article on the issue of rural labor transfer and the theoretical basis practical in China are discussed. Secondly, according to relevant statistics, the use of urban-rural income gap between laws on the current number of rural surplus labor force was estimated. With large amounts of data on the transfer of rural surplus labor force characteristics and difficulties are described. Found mostly in rural areas transferred out of the young, the male culture of high quality, and transfer of the employment industry, the uneven distribution of labor.
