Along with the technology development and the progress of industrialization and urbanization, China is going through the transition from traditional agricultural society to the modern industrial society, which causes the relocation of the labor force. The transfer of rural surplus labor forces to city on a large scale is the inevitable way of socio-economic development of various countries. With the respect to this macro-economy problem, China is a typical labor force's surplus developing country, and it has common laws as other countries as well as own specific characteristics. At present, the superfluous rural labor forces, the obvious dual economic structure and the continuously widening gap between urban and rural areas endanger the harmonious development of our society and restrain the persistent growth of our economy. Relating with the special background of Chinese history, this paper analyzes the institutional barriers in the course of rural surplus labor forces' transfer. It proposes to break up the institutional barriers further and accelerate the transfer of the rural labor forces' surplus at full steam based on the gradual adjustment of our country's policies nowadays.There are five parts in this paper: the first part, preface, comprehensively expatiating on this paper's thematic background and the usage of this research, structural framework and primary viewpoint; the second part, literature summarization, introducing overseas leading theories and domestic correlative studies, which outlines the primary productions related to this paper's research realm; the third part, the realistic status of the transfer of Chinese rural surplus labor forces, describing the realistic status of the transfer of Chinese rural surplus labor forces through expatiation on background, process and analysis on the influences brought by transfer; the fourth part, the feasibility analysis on breaking up institutional barriers, analyzing the feasibility around breaking up the institutional barriers which could undermine the transfer of rural labor forces surplus; the fifth part, solutions and suggestions which can speed up the transfer of the rural labor forces surplus, aiming at breaking up existing institutional barriers to accelerate the transfer of the rural labor forces surplus, and putting forward some countermeasures with respect to five aspects which are Hukou system, labor force employment system, social security system, rural land tenure system and organization system.
