Anhui Publishing GrouP(APG) originated from a firm of Anhui News and Publishing Bureau.With the development of globalization rogress and whole world economie integration, APG faces not only of Portunities of development,but also rigorous challenge.Human resource managementof APG is still Placed in an operability role,according to role and function of humanresouree management,and the management still belongs to traditional human resource management with Planned eeonomy character.Moreover,the group lacks to develop human resource management strategy matching with the whole strategyof group.There should be some mechanism innovation to integrate strength, adjust structure,build up vitality,Promote competition ability,keep up with the development step of the times,to eonfront the new situation. Human resource nagement of the group should be immediately reformed.Currently,there is no unified explicit definition about strategic human resource management. Studies about strategic human resource theories, especially empirical studies with concrete enterprise are less.This research combines a nerete enterprise to carry on a meaningful study in this field. Firstly this study will manage a theorical discussion about strategic human resource management,and then I will integrate with Physically business development strategy to explore an effective way for raising business competition ability with strategic human resource management.This article analyzes the external environment and internal condition in detail to elaborate opportunities and threats from the exterior environment,the advantages and disadvantages of the own group using the analysis methods of the PEST environment and the SWOT,There are a lot of Problems with APG in human resource management,such as under optimizing organization structure,ill—defined description of the post works,unreasonable person post matches,and loss of talented People and shortage of personnels torage.To solve these problems,I adopt to manage a method according to the strategie human resource based on Resource basic theory,combining the actual circumstance of the group,and draw up uman resource management target.Then I design implement project to promote strategic human resource management level of the group according to strategic principle and theory of human resource management.My study should have realistic truction meaning for the development.
