The railway construction of China is now in the period of great expansion, especially the high-speed railway construction which is now at the advancing front of the development. The construction of high-speed railway has draw a lot of attention from the scholars who are researching the quality control of high-speed railway construction project, because it has a longer construction cycle, more units of taking part in construction and more difficult technique that makes the construction has more uncertain and the quality management becomes more complicated. In order to meet the high quality requirement with restricted resources and limited time, it's very important to find the key factor of the quality management risk which is the keystone of quality management.Moreover, the evaluation of the quality management risk is an initiative method to control risk, and it may also help to notice the quality problems as well as the object to revise.We summarized the risk evaluation methods both in China and abroad and constructs fuzzy risk priority numbers (FRPN) into the risk assessment model of quality management in this project. Later, we calculated the modified fuzzy risk priority numbers of risk factors using the method of fuzzy weighted geometric mean algorithm. We added the dimension of the management factor controllability into the new assessment model to make it be adequate for the large and complex project with a lot of risk factors, the model is propitious to find out the risk factors which are not easy to be controlled, and it has a better distinction because of the different weight of different dimension.On the basis of the analysis above, we took the Beijing-Shanghai High-Speed Railway project as an example to do the risk classification and risk identification that gave us 23 risk factors to evaluate. We then calculated the modified fuzzy risk priority numbers that told us the key factor of the quality management risk is labor, agency, construction management, and technician in this project.At the end of the research, we offered the measures of the 10 key factors of quality management risk in order to improve the standard of the quality management of the Ji'nan Yellow River Bridge construction in Beijing-Shanghai High Speed Railway.
