With the development of reform and opening to the outside and modernization, urbanization, rural areas have lots of surplus labor. These labor transfer to the urban and more and more farmers begin to seek jobs in cities. They are called migrant workers who only exists in China. Their identities are embarrassing, because they are not recognized by the city, so they can't enjoy the education, health care, social security and other benefits. In rural areas, as they leave the land year around, the are different from the farmers in general and are not really farmers. Migrant workers have made tremendous contributions to the urbanization and modernization and promoted the development of rural areas. But at the same time the situation their employment and welfare, especially the pension is very bad. Therefore, to examine closely on the social insurance of rural migrant workers and to better the pension insurance systems are meaningful and necessary. Setting up the pension insurance of rural migrant workers is not only safeguarding the rights of the rural migrant workers,but also is benefit to coordinate development between the urban and rural areas from separated status.It is the requirement of setting up the harmonious society.In order to protect the legitimate rights and interests of migrant workers, the central government have made some policies of pension insurance of rural migrant workers,and it shows that central government attaches great attention to the pension insurance of migrant workers. And at the same time, according to the policies made by the central government local government carried out some useful exploration about it, and have formed the migrant workers pension insurance models with local characteristics. There are Three representative models, which are Shenzhen model, Beijing model and Shanghai model. This article compares and analysis these three models dentally,and points our their shortcomings, concluding that these models do not solve the problems of migrant workers pension insurance fundamentally.The problems of existing migrant workers'pension-insurance are the higher threshold, the lower rate and the narrower scope of participating in pension insurance and transferring uneasily. The reasons including Internal ones, external ones, subjective ones and objective ones.
