In modern China, the construction of rural migrant workers'pension system, has been defined as the very project which is urgent and sophisticated. However, there has still not been efficient and sustainable pensions system which could meet the specific needs of rural migrant workers. There are lots of literatures related with this policy issue, while, just a few of them apply international comparative research. Actually, in the trend of globalization, the comparative research sometimes does seem to be more valuable than domestic studies. Therefore, it is necessary to widen the scope of this research in this area via comparative research.The UK, one of the countries with the longest experience in evolving social policies to cope with ageing, is now considered to have the most complicated pensions system in the world. Such a pensions system itself raises the significance of being studied and learnt. Besides, the UK is a member state and immigration country of the European Union (EU), so it is useful to explore the UK's pensions arrangements for migrant workers. Being formed by a group of 27 nation states, as a transnational union, the EU has considerably successful experiences in dealing with the pensions arrangements for migrant workers within its own borders, which could be great lessons for us to learn when building the pensions system for rural migrant workers in China.This dissertation starts from China's rural migrant workers'own characteristics and needs, and then introduces in detail the experiences of related pensions systems arrangements in the UK and the EU, and, last but not least, proposes a series of feasible policy suggestions for pensions system of rural migrant workers in China.To be specific, this dissertation introduces the early history and recent evolvement of UK's pensions system, and points out the internal links between social security and industrialization and urbanization. By reviewing the recent development of UK's pensions system, it is concluded that rural migrant workers'pensions system is significant in the long run, and it should meet the needs of both social development and economic growth at the same time. The multi-pillars pension system is then discussed and analyzed, and the enlightenment is that it is feasible to develop a 3-pillars pension system in China, which can cover the rural migrants as well as other groups."Personal Accounts", as the up-to-date reform of pensions in the UK, is also introduced and explored. It is suggested that we should develop the personal pension account scheme for rural migrant workers, which would, greatly bring down the pensions losses caused by labour mobility. With respect to pension arrangements for migrants, this dissertation provides related regulations of the EU and the UK. These regulations may almost cover most types of mobile labors in the EU, and to a great extent assure that moving in the EU would not lead to pensions losses. To sum up, based on the experiences of the EU and the UK, it is proposed that principals of aggregation and proportion should be applied in pension scheme of rural migrant workers, and some policy suggestions, such as district cooperation of pensions for rural migrant workers, at present could be efficient.
