Research On The Agricultural Sci-tech Commissioners' Continuous Willingness

The agricultural sci-tech commissioner system is a mechanism innovation of the rural sci-tech work system in China under the new situation. Practice has proved that agricultural sci-tech commissioner system became an important breakthrough to promote rural scientific and technological progress and solve the "three rural" issue under market economic conditions; as the executor of this system, sci-tech commissioner has played an important role. However, the system is still at the exploratory stage, and some mechanism is not perfect, so that some commissioners'enthusiasm has been not fully mobilized, which influences their behaviors and the technology conversion efficiency.The purpose of the paper is to fully understand the sci-tech commissioners'work cognition and willingness, and then to provide a scientific decision making for a long-term operation of the agricultural sci-tech commissioner system. The research has built a theoretical framework, based on the reality background of Chinese agricultural sci-tech, and Institutions and Economic theory, Planned Behavior theory and Two Factors theory, and the recent theoretical research results of agricultural extension. Then, the paper took Sichuan Province as a case, and analyzed descriptively 254 agricultural sci-tech commissioners'work cognition; and used Ordered Probit model to measure the factors that affected the commissioners'continuous willingness from three aspects:the personal characteristics, institutional characteristics, individual cognitive. Finally, reached the following conclusions:First, the agricultural sci-tech commissioner system trends better. From the team and achievements of the sci-tech commissioners in Sichuan, we can see that the system has developed rapidly. The governments take it seriously and have innovated out different operation modes according to the local conditions around, which promote agricultural restructuring, and increase the degree of farmer organization, and open up the breakthrough for farmers to get rich. Commissioners have high entrepreneurial initiative and a large part of them have start a business. So the overall develops well.Second, most of the agricultural sci-tech commissioners recognize that the promotion work is effective. Commissioners have high entrepreneurial passion, and policy encourages the commissioner greatly. But lack of fund and policy support is the main difficulty in the promotion work, which need to be solved as soon as possible, and need improve the business service platform, and exclude business factors according to the special needs of the situation.Third, the agricultural sci-tech commissioners'continuous willingness with promotion work is affected by many factors. Different gender, age and professional titles have to work a significant difference, but not the main factor. The extent of the system, and cognitive of promotion work have a significant impact to the willingness.Based on the above conclusions, this study suggests:to enhance the commissioners' intention of continuing with promotion work and promote the sustainable development of agricultural sci-tech commissioner system, we must have an overall, systematic concepts, but also seize the key, so targeted. It is proposed to further improve the commissioners' cognitive level, and standardize the chosen mechanism, and establish a multi-channel input mechanism, and improve the management of project funds, and improve the business mechanism.
