Research On The Balance Of Basic Medical Insurance Fund With The Changes Of Aged Population In Liaoning

With the development of economical society, many countries face the trend of rapid growth of population. Most developed countries have entered the ranks of an old-age society, and the aging trend of many developing countries also began increasingly prominent. Since 2000, China entered an aging society formally in the international standards. Liaoning province entered an aging society in 1996, earlier than the date of whole nation, and the trend of population growth is still accelerating. So it is an important subject for adjusting the medical insurance to suit the trend. The well development of the old-age people shows the achievement of the economic and social for a region even a nation. Therefore recently there are a lot of researches oversea about the impact of the population structure changes on Medical Insurance system, and plenty of experience in facing Aging society is accumulated in many developed countries, many developed countries are full of the experience to solve the problem. Now more and more scholar of our country focuses on the relationship of endowment insurance and the development of old-age. But they ignore the relationship of medical insurance and the development of old-age. The convention theories deem that the balance of the medical insurance means the revenue and the expense are same or the revenue is more than the expense. Retire people do not pay the medical insurance but also is a medicare in our medical insurance. In that case, we need the enough new insurant to add the money in order to keep the balance of the insurance fund. Based on research on the eldly population change actuality, the eldly population scale forecast, and nowadays Medical Insurance Fund function condition in Liaoning Province, it is showed the analysis of effect in current Basic Medical Insurance system with the changes of the eldly population. The paper is based on the former data of Liaoning Medical Insurance for designing model, and estimate the retained time of Medical Insurance Fund balance in the current pay-as-you-go system with different changing rate of the eldly population and changing condition with the eldly population by sex. At last, it brings policy advices for releasing future fund pressure and improving fund income condition by analysis and calculation. It provides important basis to improve and perfect Liaoning Medical Insurance structural reform and useful for improving social security system by using appropriate purposes and people live condition.
