Under the medical and health system reform frame, At present, a difficult problem in front of medical insurance worker is how to play a full role of the medical insurance system to raise and use medical insurance fund effectively so that ensure people’s health.Under the new situation, it has great theoretical and practical significance to research the factors which affecting medical fund income and expenditure, so as to more effectively adjust the health policy and efficient use of funds.This paper analyzes many factors which influence urban basic medical insurance fund income and expenditure, there are mainly expend scale and on-the-job retiree proportion, hospitalization rate, times of hospitalization expenses and hospitalization days and the level of hospital, hospitalization days and other system variables and some of the system variables. The main factors which affect the jiuquan city urban basic medical insurance fund balance of payments are social average wages and GDP per capita and the degree of these factors affect the fund income and expenditure has carried on the quantitative analysis, then it puts forward the keep in jiuquan city urban basic medical insurance fund balance of payments over a long period of reasonable proposals.In this paper, based on the reference of research at home and abroad, the many factors influencing the urban basic medical insurance fund balance of payments are systematic and comprehensive described and studied.
