In the context of the world hasing experienced an economic crisis and many Chinese enterprises hasing experienced a great challenge,this paper do the research about what competencies the HR demand in the need of the Strategic perspective and what aspects of competency HR should pay more attention and to enhance in the future.There are many foreign and domestic studies about HR Competencies, but in the perspective of the business executive team (This article hereinafter referred to as CEOs), to build competency model for HR is basically no.In view of this, through the scientific design process to build a HR Competency conceptual framework based perspective of strategic,then Questionnaire survey of CEOs to Verify the competency model.At last,this paper gets some main conclusions or innovations:1,The strategic perspective of HR competency model has 6 dimensional compositions including:personal characters,HRM skills,strategic decision support,change management,cultural management and business knowledge.The model provides a guidance framework for HR enhancing own ability in the future.2,The competency rating scale is the result of a rigorous design process, which has good reliability and validity for future research using.3,The comparative analysis of CEOs and HR evaluation the importance of 6 competence dimension showed:change management dimension in the evaluation of the two groups of scores are high relative to other dimensions; assessment gap of personal character,culture management,business knowledge are larger and so on.
