Business development is through its own products and services to meet customer needs in order to make a profit, but the competitiveness of the product or service ultimately depends on competence of factors of production and the level of effort or services in their daily work has. For the three-city sized advertising company, in this period of rapid development of information technology challenges the industry is facing competition. Especially in the start-up phase, enterprises are facing a crisis in the industry, in the absence of a strong background in the security relationship and business channels, build competency-based model of strategic human resource management system is to help solve real human embarrassment and ensure corporate strategy The key way to achieve the objective basis, but also the culmination of cultural human resources formed the core competitiveness of this article.Domestic information technology innovation economy got rapid development at the same time, the advertising industry during this period is experienced a course of development from "springing" to "life and death". Corporate culture in this period to enjoy the benefits brought by economic development, but also faces competition in the industry with the severe challenge and pressure. The company’s human resources analyze the problems one by one and set up for the company’s current development of competency-based human resource management system, the company has the ability to achieve sustainable management and strategic objectives to provide a guarantee of human resources, especially enhance the company’s team fighting in the competence team played a crucial role.
