The enterprises enter into the times of knowledge and economy in the 21st century, the core competitive power is the foundational strength for the enterprises to obtain the competitive advantage, and the human resource make up the essential factor of it. If the enterprises want to stand up in the intense market competition and obtain the competitive advantage to develop continuously, they must cultivate their own core competitive power and construct their own system of Strategic Human Resource Management. But in the system of Strategic Human Resource Management., the promotion of the enterprises' core competitive power is determined by stuffs' competence structure if the Jobholders can satisfy the profession's special competence requisition that they engaged in. On the one hand, the level of the stuffs' knowledge and skill have a direct affect to enterprise's marketing competitive power; on the other hand, staffs' attitude and the role of society also affect the enterprise's core competitive power indirectly. So constructing system of strategic human resource management based on competency is an effective way to realize the enterprise's strategic target.The study framework as follows: the first part is the foreword, it will introduce the background,proposition and meaning that we will study; In the second and the third part, we will summarize and review the theory about the Strategic Human Resource Management and the Competency, introducing the development course and the domestic and foreign research results systemically; the fourth part we will propose to Construct the system of the Strategic Human Resource Management based on Competency, including job analysis,employment,training,performance management and salary management introduced detailed; the fifth part we cite X real estate company as example to show how to set up this kind of system and descript detailed the explorative practice of the Competency model using by the enterprise, the sixth part is the concluding remark which propose the problem that should be solved and paid a attention to next.
