With the development of knowledge economy, the role of human resource in an enterprise's development is more and more highlighted. The value of the development and management of human resource lies finally in the realization of enterprise's strategic goal, and its contribution to enterprise's core competence. As an instrument to help enterprise to realize strategic goals, Competency Model is used in many enterprises, yet its application effects in some enterprises are not ideal.Since always, many people are accustomed to treating the strategic and competency separately because of traditional strategic theories and ideas, the strategy is more reflected in the rigid, tangible material level such as goal, direction, positioning, path, resources and so on , however, which don't relate the soft, intangible quality level directly such as values, competence and human quality. But core competence has become an important part of the company strategy and in which, plays a more and more important role in the real competition environment.This paper is based on the theory summary of Competency Model at home and abroad, and combines it with the model's application situation, and holds that the key to the effectiveness of the model lies in its establishment and application phase; to put it in detail, to secure the effective support of the model to enterprise's strategy, the establishment and application of the model should take enterprise's strategy as starting and ending point. The paper reaches corresponding conclusions through case study.The first part is literature review, this part gives an introduction to competency, competency model and the theory of strategy management; the second part focuses on the establishment procedure and method of staff competency model based on strategy management; the third part is mainly about the application of competency model; the fourth part is case study, it takes a telecom operator as an example to establish and apply competency model.
