However there still exist problems in planning of regional development in all the parts of our country (The Eleventh Five-Year Plan), Such as, planners in lack of clarity in the direction of selection the key industry, whose can not accurately evaluated strengths and weaknesses of resource endowments within the region. Excessive number of leading industry, which would weaken the promote role of regional development. Leadership decision-making impacted on selection of leading industry. It could be divided into five chapters:The First Chapter, the author elaborate selection paper subject's background and significance.
