The high-speed railway disaster prevention system is an important subsystem of the overall planning of railway informatization, which is used to monitor a variety of natural disasters may be harmful to the safety of railway. The disaster prevention system is a platform based on communication transmission system, has the function of collecting, analyzing and processing disaster information, guiding and assisting safe driving, through the establishment of the monitoring network, the disaster prevention system monitors natural disasters such as wind, rain, earthquakes and emergencies like falling objects beyond limit real-time, takes appropriate protective measures to achieve the purpose of reducing risk and safe driving. The disaster prevention system is an integral part of high-speed railway operation dispatch center, and also an important means that guarantees high-speed railway's safe driving.On the basis of researching on foreign high-speed railway disaster prevention system, this paper presents an overall scheme of the disaster prevention system. Combining with the actual situation of China's railway environment and the experience in the construction of existing high-speed railway disaster prevention system, this disaster prevention system is divided into four layers:terminal application layer, central processing layer, station computer layer, field device layer. According to the functional requirements, station computer layer uses hot standby configuration, which is realized by combining hardware with software. The dual computers are switched by relay to ensure the reliability of the system. Station computer layer uses serial interface with monitoring equipments of wind and rain, and relay interface with monitoring equipments of falling objects. The relay circuit follows the principle of fault-based security, the alarm is both reliable and accurate. Station computer's software is modular in design, makes the connection between station computer and field monitoring equipments flexible and variable. In addition, through the analysis of the functional requirements, it made a simulation software of station computer layer, which can be used to test and demonstrate the disaster prevention system conveniently.
