The Research On China's National Publishing Fund

After chinese economic reform, cultural industry revive and develop gradually. As a part of cultural industry, publishing industry becomes more and more flourishing. On the condition of market economy, since popular books have enormous of comsumers, they are developing and expanding qickly. Because possessing large and steady market, textbooks and guidance books become battle field of publishers. Meanwhile, some profound publishing projects, including academic books, are faced with lots of difficulties and problems because of big investment, small market, little profit, economic losses, and so on. In order to deal with these problems, improve international competitiveness, our country have established national publishing fund.China's national publishing fund is the third important fund, which is used to lead public publishing. The recipients target groups are multidisciplinary and multimedium excellent public publishing projects which could push forward the development of culture, politics, economy, and society.China's national publishing fund is different from the others. It could take examples by national natural sicence fund and national social sicence fund in some ways, but have no existing models to apply.China's national publishing fund has already carried out four times from2007. The total fund reaches to1.1billion. And there are713projects that have got financial aid. However there are only some news and commens which are reported by the press, the magazine, the internet, and so on. National publishing fund's establishment and administration are meaningful, it need someone to discuss three-dimensionally and systematicly at the macro level and at the micro level. This article is ready to analyse national publishing fund at the cultural level, in the management level, and in effect level, link with our country's situation and foreign countries's experience. The purpose is trying to provide reasonable suggesstions, such as enlarging spread area, paying close attention to public demand of national publishing fund, improving monitoring, optimizing the structure of national publishing projects, and so on.
