As the executive organ of the state's penalty, prisons are the important organization of maintaining social peace and stability, preventing and reducing crime. It's needed to use modern technology to ensure performance of the functions. With the establishment and improvement of surveillance systems and preventive facilities, guards of prisons are able to watch the movements of criminals and suspects instantly in 24 hours. It would decrease the criminals' intention of escaping and increase their adaptability to service as duty request. Furthermore, it would improve the level of supervision, management and efficiency.This paper studies the design of network integrated platform used in the prison with B/S mode. The main tasks of this study are:(1) Integration:The platform unifies the following respective sub-systems into an integrated management system:video surveillance sub-system, door-access control sub-system, intercom sub-system and prisoners' information sub-system. It intergrates sub-systems to a whole, thus improving emergency handling capacity of the system.(2) Network:Based on the research and comparing varies of video coding/decoding and transmission technology, the platform adopts the plan ultimately which embeds ActiveX controls into Web pages to access the digital decoded video-signal flow through network multicast transmission.(3) Intelligent:Using the image processing technology:an improved background subtraction method, the platform is able to detect moving objects automatically and link to alarm sub-system when abnormal.
