In recent years, with the introduction of infrared detection technology in the detection field in China, the third generation mobile communication networks (3G) implementation and promotion, and the optimization of digital coding processing algorithms of image information, a new generation of infrared thermal imaging video monitor system based on wireless communication networks shown its unique advantages increasingly in the detection field. Especially, in the power system industry, with the electricity network distributed more widely, the reliability of electricity supply have become increasingly demanding, real-time wireless video surveillance system has become necessary.The author of this paper accords to the practical needs of Shanxi Electric Power Company, and based on the carefully analysis to the wireless video surveillance system monitoring and management center software design patterns, studies and introduces the overall construction, the design and the realization method of the infrared thermal imaging system wireless video surveillance management platform which based on .NET technology.In this paper, it introduces the background knowledge of .NET development platform, Microsoft SQL Server 2005 database management system, C# development language etc., and some other key elements involved in the development procedure such as ADO.NET, ActiveX controls, UDP/IP network communication protocol, Socket programming and so on. In this paper, first of all, it makes a systematic analysis of thermal imaging system wireless video surveillance management platform, including the requirement analysis, feasibility analysis etc. Secondly, it carries on a detailed design of the management platform, including the systematic structure of the system, the management of business, the division of the function module, the design of the database etc. The management platform includes four modules: (1) Video surveillance module. This module achieves on-site video screen monitor, including video server connection, video screen browsing, details searching of the online sites, and the PTZ control to monitoring extension etc. (2) Data communication module. This module is designed for the real-time data communication between clients and the monitoring center, including receiving and processing the field data of the monitoring station, controlling monitor extensions etc. (3) Infrared thermal image analysis module. This module improves the processing capabilities of infrared devices, achieves the temperature data quantitative analysis and storage of the certain regions of on-site infrared thermal image. (4) Video replay module. In this module, .Jmc special format video files are replayed which are stored on the local disks, and achieves the replay of the wireless video transmission equipment remote port data packets which are included in video files. The system frame adopts multi-layer logic structures, the function module pieces to carry on the layering integration. According to providing the different functions, the system technique frame is divided into the layer of user interface, the layer of business logic and the layer of data access. A multi-layer logic structures is to make lax and tight system, have high flexibity. At last, it describes the design and realization process of the management platform.At present, the infrared thermal imaging system wireless video surveillance management platform has been basically running in good condition and show that the overall system design is reasonable and the solution is feasible.
