The land is the place on which the human or things rely for existence. Urbanization and industrialization, advancing rapidly, are being consuming large amounts of land resources to a great extent, especially farmland for their realization. However, in China, declining farmland causes food safety issues, and lead to ecological environment deteriorating also restricts the sustainable development of our country's economy and society. We should not only keep the industrialization and urbanization developed fast and sustainably, but also ensure food security. This dilemma has become a big problem for China's sustained economic growth. How to realize the economic sustainable development and sustainable utilization of land resources and establishing "Two Type Society" is one of the difficult problems for each level government of our country at present. Changing the mode of land use, walking the rode of the connotation and intensive land use is the rational choice to solve the contradiction between human and land, and the important way for promoting urbanization and improving the quality of cities and towns. And how to evaluate the intensive level of regional land, coordinating the contradiction for development of regional economy and land supply and demand have become a burning question.Taking Huize in Yunnan province for example, this article reviews the domestic and foreign land evaluation research situation and development trend of different periods. Starting from basic concept, in accordance with the system theory viewpoint, construction is determined for evaluation objects by systemic analysis method, mining connotation, and discussing their relevant evaluation methods and theory. On the basis of further inquiry of material in Huize, land condition is analyzed qualitatively of in that region. Then according to the actual situation of Huize county, and global positioning and characteristic and collected data, and consult relevant experts,22 index for construction intensive evaluating is selected, and a complete framework is established based on the PSR model for the county. Then intensive construction use level in Huize County is determined respectively from the overall and partial two aspects. On the one hand, referencing the state and local planning standards etc, the index relatively reasonable value is determined, and with the method of ideal value for indexes standardization is realized. After deterring the index weight, Huize's evaluation score is computed and obtained using an improved coordination model. On the other hand, integrate indexes of the each township is given by using principal component analysis in software of SPSS to compute, and finally obtaining space difference rule of the intensive level township by clustering analysis. The papers finally argue the driving mechanism for construction intensive use of the county, and give the countermeasure and suggestion. A summary of full article is made.The results show that the overall intensive level (57.66) of Huize is low, at the mid period of low-alcohol intensive use; there will be a long way to be intensive. The intensive level of the 21 villages and towns in the county have a big distance among theirs, and polarization is serious, obviously displaying regional differentiation rule. This result come up to Huize's situation, the evaluating method and model used has certain credibility, and evaluation results can be used for government decision-making, land planning etc to provide the theory basis and the reference. Huize should treat new round of land use planning as an opportunity, from the reality of the county, find an intensive road for their future county of the urbanization and the economic growth "smart" exploration of a socially acceptable, economic feasibility, the all-round development of ecological appropriate.
