Smart command and control system which contains the command, communication, control, computing, infomiation, reconnaissance and electronic countermeasures subsystems, is a complex military system. The system not only can transmit and store the information, and can automatically acquire, analyze, process many kinds of military information, but also can effective control of weapons systems. The modem battlefield is changeable and complex, the situation we need to consider is endless. Therefore, the development of smart command and control system is much more difficult. The system involves a large number of the weapons, equipments and human resources, so it is hard to set up an excellent command and control system. The development costs much and needs trial and change. The simulation system for the command and control system is proposed to solve these problems. It services for the development of command and control system, plenty of simulation work can be done before designing a real system.This paper gives the overall design of simulation system and completes the design of some simulators, situation display terminal and video transmission terminal in simulation system. The simulators, which can be easily used to set up the simulation system, simulate the working state of the device nodes under the battlefield environment, such as the fire control or radar node. In this paper, a unified design is made for all the simulators, the hardware and software design of simulator is described in detail. The situation display terminal which based on GMap.NET control and C# language is mainly used to provide visual display of all conditions on battlefield. The function of real-time video transmission is specifically designed. It can provide the true images of the battlefield that can help the commander for decision-making. This paper mainly achieves the receiving, decoding and display of the video stream. The information can be exchanged between all the nodes and terminals in the simulation system. The design order is from whole to part:at first, finish the overall design according to the requirements, then give the detailed design for each module. Finally, continuously modify in the progress of debugging to meet the requirements.The simulation system for the command and control system in this paper has passed the final acceptance, the simulation system can well meet the demands, so that it can support the development of the command and control system.
