Ocean is important for human, so exploring ocean is imperative. The characteristic of the modern ocean observing is using a variety of sensors, instruments and a variety of observation platforms. The observing is high-density, high-frequency. The terminal of the observation system is a wide variety of ocean observing instruments, these telescopes will pass data to researchers by a variety of communication means, while serial communication is most widely used and plays a decisive role. Therefore, the study of serial communication is essential.This paper does the following work to analyze serial communication:1) This paper establishes a mathematical model. The model discusses the relationship between the transmission efficiency and environmental interference, sums up how to raise the transmission efficiency by setting the transmission parameters in the different environmental interference.2) Based on this model, we propose a new type of intelligent serial communication-ActiveCom agreement, the agreement given full consideration of the problems in the serial communication, which set the transmit frame length to Improve the transmission efficiency.3) This paper introduces three applications which use this protocol. Finally, the result proves that the protocol works well.
