As more and more attentions are paid to the field of ocean observation, variousmarine managements and research institutions have established their business needsof the ocean observing system, and accumulated large amounts of data. However,these data acquisition, organization and storage in the form of different, resulting inthe existing ocean observation data cannot be effective exchange and sharing betweendifferent platforms and systems, and inefficient use of data. It is urgent to facilitatedata exchange and sharing among heterogeneous ocean observing systems andimprove utilization efficiency of ocean observation data.In order to overcome the problem of data exchange and sharing and improve dataefficiency and system scalability, This paper design and implementation themiddleware based on existing ocean observing systems and OGC SWE standard. Thispaper firstly introduces the design goals and requirements analysis included functionalrequirements and performance requirements for the middleware, and put forwardcommonly used functions of the middleware. Then it gives a better solution thatexploits layered design idea for data exchange and sharing among ocean observingsystems and designs the architecture of the observing systems based on themiddleware. Meanwhile, the paper developed a middleware unified service interfacesand communication protocols for data exchange and sharing and gives the detaileddesign of service interfaces and communication protocols involved in the process ofdata exchange, data structures, database storage structures and common functionalmodules. Finally, it was achieved every function of middleware by using web serviceand socket technology on MyEclipse10.0software development platform.This paper proposes a better solution for data exchange and sharing among oceanobserving systems. It is proved to be reasonable and efficient solution through theocean testing ground data integration system and numerical forecast system and provides the high-efficiency technology support for the development of software forsharing and integrating ocean data.
